Basically, an paper, files, documents, etc. can fit inside the wallet and rest flat against other papers. An expanding wallet can either be the smaller, more basic version which basically is just a case for paper with the top left exposed. Or, the expanding wallet can come with a flap which you can turn over the opening of the case, and secure on the opposite face of the wallet with a piece of rope of expandable string tied around a button.
